Possibly. Test the switch above your brake pedal.

If your still having trouble i can get you the brake wire color and you can source a fused 12v to it to see if it is the brake switch or something after. If it blows the fuse you have a short after the brake switch.

It's a switch to ground. You can't have a short. That would mean that the brake lights are stuck on.
The switch is screwed in to the bracket and the pedal contacts it when you hit the brakes. The switch looks is a bolt with a button in it. Most likely the plastic pad that contacts the switch is missing. The button fits through the empty hole. If not that, then the switch could be broken or backed off for some reason.

Ok. if its a switch to ground unplug the switch and use a small jumper wire to contact botht the wires together. If the lights come on then its either the switch being broken or like he said the pedal may not be depressing it.

I just took a look at my car which is an 04 civic ex and its hard to get to the actual switch plug/assembly. its more then a 2 wire plug anyway. Best approach is in the driver kick panel just behind the hood release. There are two light gray plugs behind a metal bracket that is held in by a 2 10mm bolts. you can unbolt the bottom of this bracket and wiggle it out of the way. On my car the cruise control module is on this. Clearly labled. The wire you can use to test to see if the problem is switch related or somewhere after is going to be green with a white tracer. The wire is in the bottom plug 3rd hole up, row closest to the outside of the car. On my car the bottom hole of this plug is vacant so its only the second wire up. If you have a test light or multimeter this will see 12volts when the brake is pressed. If it does not see 12 volt then it is most likly the switch. You can also use a fused link to source 12volts to this wire. If sending 12v to this wire turns on your brake lights then the switch is the problem. If the fuse blows then there is a short somewhere. You can make your own fused link with crimp on speaker connectors and a blade style fuse. I recomend using a 7.5 or 10 amp fuse for this test. Some may require a little more. I can send you a couple pics of the exact plug and wire if you send me a privat mesesage with your phone #. I lost the cable to download pics from my phone.

The plug is different on the later models. They have four wires, two are for cruise. The older Civics have a simple two wire pin switch.
