#132985 and what classes you as a new or old drvier?

#132986 The first one is for the inexperienced driver, intended to be on vehicles with persons under 1 year of driving experience.

The other, means elder driver, intended to be on vehicles with person over the age of 60.

They are more of an insurance thing, due to their complex insurance laws over there.

Meant to warn other drivers so they will keep there distance from either the new driver or the elderly driver. In Japan If you are involved in a accident with either of the 2, you did not give them enough distance there for the accident is your fault no mater what happened. They have some wierd rules over there.
