Spacers
We don't even know why they don't fit. I would wait to learn more about the problem before telling him to buy spacers.
Spacers will only be useful if the wheel offset is too high, causing the inside of the wheel to hit control arm / suspension parts, or the inside of the spokes are hitting the caliper.
If the offset is too low, causing the wheel/tire to rub the edge of the fender, then he's going to have to do fender work, add negative camber or get a lower profile / skinnier stretched tire.
edit: you just posted the offset as I was typing this post. 0 offset is the problem... You're going to need to
1. roll the fender
2. get a stretched tire
3. go even lower so that you get negative camber which will help tuck the top of the tire in, away from the fender edge.
Also, can't get the link for the pic to work. Is this in a public album on FB or private? The only civic I saw on your wall was a purple EK and the wheels fit fine.
