LS/VTEC is an general idea. It can be a B16A head, B18C5 head, B18C1 head and so on. There are soo many possbilities on which vtec head you run and what parts you run to get it setup. IF you know someone who knows what they are doing, I would go with the LS/VTEC as it will be cheaper and far more powerful and reliable. LS/VTEC requires a chipped ECU to run properly as it is not like any factory maps out there.
When you say GSR..its just one setup. B18C1. It is proven to work, and it is a good stock motor to start off with. You will pay a premium on top of the LS but there is defintiely less headaches by started with what honda engineers decided to put vtec in.
if i was building a race motor, LSVTEC would be more viable option as you can choose which parts to get and so forth.
if I just want good power and reliablity, GSR will do the trick. There really isn't much comparision between the too in terms of reliablity as the parts you choose will denote that and how much power you intend your LS/V to be.

my 2 cents. ps my buddy had a ls/v and sold it to by a gsr if that helps
