blowoff valve is not a performance part.
All it does is prevent the turbo from spinning the other way when you forcefully shut the throttle. The turbo is still pushing air towards the throttle bdy and when you let off the throttlebody stops.. the air is still pushing fast and has to go somewhere. Since it is a closed system, it will find its way out..and if its way out is the same way it came back it, it will damage the turbo.
The blowoff valve is setup to relieve the air when the throttle body is closed.
hard and soft is mainly to adjust how stiff the spring inside the blowoff valve is. the highest pressure in the system, the harder you need to adjust the valve. It just so happens, it is like a whistle and changing the hard and soft settings minorly can affect the way the air rushing out sounds hense the PPSSSTTT.
