My guess is that there is some problem; vacuum leak or over advanced ignition timing. This causes the idle to be too high and the ECU has trouble bringing it down. It make have to completely close the IACV and retard the timing to get it down to 700RPM.

Actually, engine response is much better since the octane change. I don't know if there'sa a standard for the Civic.
Here is Europe we get either 95 or 98 octane.
