Best engine potential for the same amount of money would be a B18B with a B16 or GSR. Whatever cost savings you make by choosing that engine can be put back into the engine to make it faster than any of the baller swaps.
If you are going to keep the engine near stock with just bolt ons, then the GSR is the best candidate. Also this engine responds to boost like no other, but if you're going to boost the engine you can save a lot of money and get a B18B.
If the cost increase wasn't so huge when stepping up to any of the VTEC motors (not just initial cost but cost of custom swap parts in some cases), then these engines would make a lot more sense.
