How should I go about repairing this? My coupe is immaculate except for this.

You can just fix that small area, but if it has already started, there will be more to come. The only way to remove rust with a chance of it never returning is to cut out the metal and replace with new metal. http://civic-eg.com/viewtopic.php?t=24

I personally would sand that small area down, use a rust inhibitor, then etching primer, then paint and try to blend in as best as possible. When you start getting more bubbles, then it might be worth cutting up your 1/4 panels.

You don't think I'll need body filler? Also, what grit of sandpaper should I use?

P.S. Any recommendations on the rust inhibitor?
