I have a 95 EG8 LX and i was wondering if there is a way to make the back windows go fully down and not just half way?

simple answer No
Reason:
the rear window is wider then the bottom 2/3rd's of the door.
for the window to go all the way down you would have to make the door wider or the easier path, make the window narrower
