Ive been told that they are one of the causes of the rust, as they hold the water.
Ive taken em off, but I just wanted to clear it up with you guys, do they contribute towards the rust?

they do make the rust.

but if you want to keep them i suggest taking them off cleaning the fender and the rubber peice and silconing it and then putting it back on. the slicone prevents water from sitting in there.
