I am going to buy an ECU chipping kit off of ebay. It is really cheap but I do not trust The chip itself. where can I buy a reliable chip so I can get it tuned? And does anyone have any experience with the chips on eBay?

Purchase your chipping kit from Phearable.net or Xenocron.com and save yourself the headache of dealing with the eBay kit. Both of these places will give you a safe basemap included.
Also if you need a Moates burner or Moates Ostrich Xenocron is their distributor and you can actually buy a package deal from them with everything needed to burn your own chips with the free version of Chrome.
I also HIGHLY recommend you purchase and replace all of the capacitors in your ECU at the same time that you chip it. They are around 20 years old and in most cases have already out lived their expected service life. Replacing them now will save you headache down the road. Phearable, and Xenocron carry kits to replace all of the capacitors.
