arp head stud question

the paper on the inside says to tq to 80ft lbs...
the oem spec says like 22 then 61.
should i then go a third step to 80?
this is a stock motor btw nothing fancy.
any info as soon as possible would be helpfull THANKS GUYS!!':thumb:
