If a b18 or b16 block has been previously tapped for lsvtec...would it cause any complications if it went on a stock gsr block?

You mean the head has been tapped for LS/VTEC? If that's the case, just unplug the oil passage on the gasket side of the head, and plug up the hole that was drilled for the external oil line.
