Water between Engine Block and Trany

I notice my radiator was somehow empty one of these days so I filled it back up. But a couple of days after that, it was getting empty again. I started too look around for any leaks. What I found is the picture above. Water is coming out of there and running down (the blue like marks where the water is)

My questions are:

1)Is this really bad?

2)Could this be the reason my car has been using more gas?

3)Can I still drive it around like this?

its not realy bad but should find the leak. dont think it would use more gas. yes you can drive like that just have coolant/water always in your car. i would say its from one of the hoeses coming from the cylinder head to the heater core turn your car on and look and see witch one it is .
