Hey I've got a d16a7 with d15b vtec head in my civic. Rebuilt it myself and it's been going strong since only issue is after going down a hill ( I live on a hill ) upon acceleration I get a cloud of blue oil smoke for a few seconds. I thought I had bodged the install of the stem seals so I replaced them again which reduced the issue but has not fixed it.

Any insight into this would be greatly appreciated.

i'd say your valve guides are worn out on the exhaust side. you'd have to take it to a machine shop to find out though. if that's not the case you have worn out rings.

of course, it could be other random things like the pcv valve also...
