Speedometer/trip meter not working properly. HELP!

My 95 Civic VX has a problem with the speedometer. It does not read the correct miles.

Im going with the flow of traffic (65mph-up) and my speedometer stays below 40mph. It fluctuates around 40mph and then goes down to about 35mph.

I cant get it to read correctly.

I have a check engine light 17 (VSS). Replaced it. replaced the speedo head with another one from another 95 civic.

Still have issues with speedo readings. I check connection @ the VSS and the harness on the driverside strut tower/firewall.

Anyone point me in the right direction?

You will want to check to see if the wires are all good between the VSS and the plugs for the Cluster. Basically, check continuity. Make sure there is no breaks in the wires. Then make sure your getting the right volts to the VSS and all through that system. If you replaced the VSS, was it new? or used? If it was used, you might have gotten another bad one.

I replced the VSS with a new one.

Ill check the wires to the cluster for continuity.
