d16z6 wont rev past 3000 need help

i replaced the icm and now it wont rev past 3000 idk what to do the only time it will is after its warmed up and been driven it will go past easily i need some insight im trying to sell the car thanks it also kinda starts rough but levels out in 5 secs ive checked timming i have alot of new parts but right after i installed the icm and started it thats what it did i checked connections to it they seemed fine need help thanks.

well it just started doing it after i put a new icm in it before i put it in it was fine the reason i put it in is because it would randomly cut out and now that i put it in it idles perfect and dosent shut off but it has a hard time starting when cold and wont go past 3 grand until its all wamred up then it goes past fine and vtec engages
