correct. They could have just swapped in the z1 block and used a different head though. It may not be a complete z1. Is the 02 sensor a 4 wire, or 5 wire o2? z1's use a 5 wire. They also have a vtec-e valve cover, although that can be easily swapped.
I'd see what kind of ECU is running the engine.

I don't think the vtec kicks in that low.
But the z1 is a more econamical then most of the other d series motors.
You will feel vtec really hard when it kicks in but am guessing that's because the motors is so slow before vtec.

im not really familiar with d15 or d16.. my past car was and integra ls..
but it probally kicks in 3k or 3.5k.. idk
you think this engine is worth keeping in my DD car and later mild build it and get a zex kit with a 75 shot?? im just looking to woop on a couple integras and mustangs?
im probally only looking to spend 1k on the engien to build it.. cmon its a sohc vtec-E.. hahah

Am pretty sure it still kicks in vtec around 5500 to 6000 rpms like any other d series.
The z1 will be great as a dd but i dont know bout moding it.
I dont know how good the motor will react to parts and mods.
Am pretty sure with some good parts and tune you can make the z1 have good reasonable power.
Me myself I would keep that motor stock as a daily tho.

well ive been reading a bit about vtec-e and to me it sounds like vtec kicks in sooner.. i maybe be wrong idk..
but im probally just gonna keep it a dd with the basic for awhile i/h/e
later ill spend a couple bucks and rebuild it all oem and spray a 50 or 75 shot.. just to give them mustangs and integras a run for their money..

Have any pics of the motor?
Vtec-e "kicks in" at 2k rpm and its not so much a kick as a going from 8 valves to all 16 valves.
If it is a Z1 motor I would not put any nitrous on it.
normal bolt-ons will help a little but its just not a fast motor, its meant for MPG's
this link has helped me a bunch in vtec-e info

yeah i drove the car and u can feel when it kicks in but its not the same as vtec... lolz vtec is awesome vtec-e is wack but if it giving me more mpg and its a daily friver im happy... but i do want a couple horses atleast u know for them guys at the stoplight thinking theyre the shit hahaha..
so im thinking basic boltons and maybe a 50 shot of nitrous later will probally give integras and some mustangs a good run..
