Wheel gap?

firs off. i dont know how you call that so i figured it was a gap between the wheel and the bumper/sideskirt

heres an example. this car doesnt have a huge gap(sometimes its huge!) but i dont find that super cool. ive seen some cars with almost none. it seemed the whole wheel fit perfectly in that whole(mud flaps tend to make it look smaller) and the rims wernt like 20's. so how do we take that off? bigger rims? bigger tires? less drop?
