Good tyre profile size for 14 inch rims?

I'm aiming for where the tyre is tucked under the guards and doesn't stick out if you know what I mean, what you rekon would be a good profile? Is the lower the offset the more tucked under the guard it is or it means the tyre sticks out from the guard?
