40 = Sidewall height in percentage of tread width (40% of 205mm).

16 = Obviously what size wheel it fits.

40 is 1.2% to slow so @ 60 its at 59mph
45 is 2.3% to fast so @ 60 its at 61mph

i don't think its going to be too big of a difference.
