ok so today i was driving along and noticed i had about 1/2 of steering play in the steering wheel. could that be due to a bad wheel bearing or outer tie rod

Yes check your inner/outer tie rod. grab the sides of the wheel and try to turn it toward/away from you. If it has play then it is either wheel bearing or tie rod. Next try to wiggle the wheel but wiggle from top to bottom. if it wiggles that way then it is the wheel bearing. tie rod end will wiggle left to right. wheel bearing will wiggle every direction.

jack it up so it will wobble easier.

It could also be your ball joint(s)
