What about law, any of you canadians know the laws on removing the system?

not sure about the law, but if your battery is disconnected then you're good to rip the srs out!

I would follow the manual. There is a jumper you insert underneath a cover at the steering wheel. It's conceivable that no battery power is required to deploy an airbag. There are two impact sensors under the firewall mats on each side of the car. If these are piezo sensors, then an impact to them generates a voltage.
I would say that you should download the diagram from slhonda parts or somewhere just to be sure you get it all out. There's a SRS ECU on the center hump behind the radio, the two sensors I mentioned, and all the yellow split loom harness. The horn wire is shared with the SRS wire, so you will have to run your own wire to your new steering wheel.
In the states SRS became mandatory in 1992. It is illegal here to sell a car with the SRS removed/not functional unless you tell the new owner beforehand.
