i have a 94 civic ex my cluster just stopped working i checked all fuses swapped ecu and swapped cluster none of the needles are working and my turn signals not work but my hazards do work and my cluster lights turn on any idea of what this could be

its the main relay under the dash near the fuse box. do a quick search on google. i had this problem like 4 years ago.

mine stopped because the smaller plug in the back of the cluster was loose.

Tryo to disconnect, clean and reconnect all the plugs. Worked for me..
