So I need to know if I could run a p28 ecu on my ls (b18b1) motor. Would it do anything? I found a chipped one for 125 on craigslist and it's obd1 I believe as well as my car.

yes, but get it chipped/setup for your motor. Or you will have issues. If not then just get an ls ecu.

Then go for it. The p28 is a good platform for future tuning capabilities.

So I'm looking at buying a p28 chrome chipped with two step launch control for my ls swap. Pro's and Cons? Opinion?

If you're on a budget, then CROME is alright (it's free software) It's not the best, but it's probably the best for free. (Neptune is free too I believe) I'd check to see what your tuner can work with first. Some tuners don't like to use it.
