Civic EG

so i just replaced a bad icm because i wasnt getting spark and when i tried to start the car the alarm went crazy. when i turn the key to position I its fine, radio turns on. then at II the dash lights and shit go crazy and the main relay starts clicking and goes crazy, no turn over for the motor or anything. wtf????????? i checked the grounds and they are fine. what the fuck is this shit?
