ECU, Wiring, Sensors

#242760 Hello,
I've been searching forums for TS tips for this problem, tried a lot of the TS steps, but I don't think I've pin pointed it yet.

I have 1992 Civic LX 4dr. It's been sitting for a year but ran when parked.
I've replaced:
Plugs, rotor, Dist. cap, fuel filter, gas, main relay.
The motor cranks but I get no spark at the plugs, and I don't hear the fuel pump when I turn the key.

I've confirmed all fuses are good, & 12V at the ICM.
Jumpered pins 5 & 7 in main relay and hear pump run, and confirm gas at the filter, so I think the pump is OK.

TPS sensor is good, ground at therm connection is good. However, when I check the MAP sensor, I get less than 1 volt and it flucuates.

I also hear a clicking noise from under the center console when I first turn the key on, and the CEL blinks twice. It only does this if I let the car sit for a while.

I'm not ready to conclude it's the ECU, so I"m looking for some other possible causes/things to test.
Oh I tried jumpering the plug to get error codes and all I get is 2 fast blinks?

Any ideas are greatly appreciated.
