Dash lights and tail lights are on the same circuit so that why it happens. So you have a short in your dash lighting or tail light wiring.

does it have an aftermarket radio? custom tail lights?
Usually when something like this happens, it is due to something that someone installed and did a half ass job insulating wiring or connections.

"Grounds touching making the fuse blow"... that is the most idiotic thing I've ever heard. All the grounds in the vehicle are touching!! They're all "touching" the chassis which is touching your battery negative.

And besides that, you can't blow a fuse with a ground. You can't "short" a ground. Anything after the load is no longer a short circuit. You can touch the negative side of the bulb directly to the chassis bypassing the ground wire. There's no getting any shorter than that.

Make sure that there is nothing connected to the red/black wire on the car's stereo harness. If there is an orange wire on there on the stereo harness, de-pin it.

Like teal said, make sure there's no ricer blinkers, euro lights etc. This guy you describe is so dumb I don't know how he can feed himself. So any modification to this car is bad bad bad.
