Major vtec problem please help.

Ok so I just did a gsr swap into my 94 civic eg. my motor is a gsr with skunk 2 pro series intake, type r pistons, stock gsr head, ctr camd and hytec tri-y headers.
The problem that I'm having is i keep getting cel 21. I have everything wired up where it goes. I did all of the trouble shooting steps and nothing everything checks out good. Even connected a 12v source to the soledoid and it clicks. The one thing i noticed that when i turn the key on i get 12v at the solenoid what can that be? I know its not the wireing cause i did it asper this diagram and i have also looked in the chiltons maual and the pin out is the same please help.

try cleaning the screen on the solenoid reseting the ecu and then see what happens

did all that already. so i hooked my ecu up in my boys car and it did the same thing looks like i have ecu problems. the only thing is that i took his good ecu and vtec solenoid and now i have another problem. now the car drives great no cel till i hit 6500 prms and the same one for the solenoid one comes on. i know the stuff im using from his car is good cause it all worked before i took it out his car and after i put it all back in. damn i just stumpped please help

gussing the way you hooked it up then. can you feel the vtec kick in around 5500 RPM? make shure you oil is toped up and you car is warm. also more info on how you wired it. did you solder all your connections? where did you ground your wire ?
