how much lower? A little bit (around 100 rpm or so) isn't unheard of on civics. Plus now you're powering 2 ballasts which your car's electrical system was never designed to do, so it may drop a little more than before.

is it a kit, or are you running a relay harness?

I highly recommend using a relay harness for it, it will eliminate the strain on the factory harness.
